Issue Title

When there is a title assigned to the issue, the complete issue title should be tagged in the <issue-title> element. For example:

<issue-title>Teaching &amp; Learning Special Issue: ELA 2007 Best Papers</issue-title>

Issue title (like all journal- and issue-level information) needs to be consistent within an issue across all Article XML files and the Issue XML file.
